How to access /storage/emulated/0/ from PC?
/storage/emulated/0 is the "internal SDCard", which should be what's displayed when connecting the device to your computer. I don't own a Nexus, but on most devices that place is available also as either /sdcard or /mnt/sdcard. Do you have any of these two places, and maybe can find your export there?

Location of, or how to view downloaded Telegram files
The files are not all downloaded to any folder. Go to any file in your chat that you want to save to laptop or view on mobile. click on file or the three dots on its right side and options will pop up. Choose "save to downloads". it will create a folder -telegram in your downloads folder. internal storage/download/telegram. the file will appear in that location. Then you can use it.

A simple Google search answers that: it's a "file picker" introduced with Kitkat (Android 4.4) and since Lollipop (Android 5) the recommended default interfact for apps wishing to access files outside of their own storage area (i.e. to save data to your SD card).
